Celestial is a mottled blue spandex with hints of sky blue and dark green. There are white stars and constellations scattered all across this heavenly print. It IS UV glow, but I wouldn't call it overall "neon", but definitely UV friendly. It has no glitter or metallic foil, which makes it easy care, and safe for swimwear.
